Beginning in 2006, a series of International Consultations were held with the objective of establishing a regime for conservation and management of non-highly migratory fish stocks and protection of biodiversity in the marine environment in high seas areas in the South Pacific.

Following the successful conclusion of the International Consultations, the participants conducted a series of meetings of a Preparatory Conference to prepare for the first meeting of the Commission of the South Pacific Regional Fisheries Management Organisation, which took place from 28 January to 1 February, 2013.
